Is it true you can go to a Union Hall and sign the book to become a groundman? If so how do you get on an apprenticeship after that?

For the Canadian guys, the difference I see here is the CUSW is the main go to union for Hydro One and Ontario Power Generation and IBEW does everything, but loses on the above contract work. I may be wrong. Can anyone explain the difference and which is preferred? Thanks

Does anyone know anything about them. I'm trying to find somewhere to get an apprenticeship and the closest JATC is at local 20 in Grand Prairie and they only have Inside Wiremen. Is there anywhere in North Texas to apply for an outside lineman apprenticeship??
