    What is the proper procedure for energizing a 27.6/4.16 kv riser? Do you test for grounds before closing the switch, if so what is the proper test equipment?

    Can't speak about the particular voltage that you are asking about but all URD cable should be phased and hi-potted prior to energizing, it can be done with a variety of tools, I use a Hastings Phase-Tel.
