    Question Why open the neutral?

    I guess I'm not following something here. Why would you want to open a neutral? I'm not saying someone hasn't come up with the idea, but why? Also whoever had this bright idea should remember that at every house service the electrical neutral the phone ground and the cable TV ground are all bonded together, per NEC code. In addition on our system the cable tv and phone both have to bond thier messenger wires to our pole grounds at least four times a mile. I don't remember if the cross bonds is a code requirement or a contract requirement. I do know we had an area where the fly-by-night cable tv contractor had not put in any cross bonds and we could measure 17-20 volts between thier messenger and our pole ground, the same area played hell with AM radio. After the crossbonds went in the voltage and the AM interference both went away.

    a safe work practice is to determine ...work it hot or ground it out
    equi-potential grounding. never, never, open a neutral..
