Bren, remindes me of one we had come in as a defect rust on the bottom side of the tank. A crew goes out and thinks hey ain't that bad, we'll give it a rub with a wire brush and give her a coat of Cold Gal. Starts rubbing and hello oil starts coming out!! It was a mad scurry to get the telo-pole out and open it up.

Ummmmmm I honestly dunno the answer to this but ummmmm if they did a better job of primering them and then shot em with a heavy coat of epoxified enamel or sumpin wudnt that help?
Ummm or maybe make the tanks outta sumpin sides steel? Like ummmmmm stainless or ummmm brass. I know that stuff iz spensive but if it outlasts the steel by a longgggggggg shot seems like it would be a werthwhile investment. I dont suspect they wud need em cept in coastal areas.

That is one thing we do not worry about here in the arid belly of the good ole US. But with all the fertilizer and what not that they put in the center pivot sprinklers for growing crops, if it hits the transformers does about the same thing. Some urd is direct buried and by the center pivots thatthe put the liquid tanks the spilled and leaking fertilizer will corrode the bare copper completely away, real pain in the ole buttinsky.
If you can build it you can fix it!
