Pole trucks/drivers

Lately,Ive been seening lots of pole trucks in my area that work for a contractor named MPT....Its good to see two men on them....thats because Ive seen them with only a one man with the local utility before....with the utility thats about the only truck driver they have kept.All the rest have gone OR been let go.Just wondering....do you secure the block and winchline while traveling or do you let it swing in the breeze?

We let it swing unless we go out on storm, Then we lock it to the boom.
