I read this term the other day. This would be a jumper fashioned out of scrap wire on the truck and mechanically bugged onto a feeder? This is specifically an OSHA violation? We do this all the time on pole transfers with our #4 solid open wiring.

You mean for a ground protection? That would be a violation because you can not manufacture grounds and I believe they have to be 1/0 or higher.

If you're just using it as a live jumper to cut a phase, then no. You can make up whatever you want depending on your company rules as long as the wire is big enough to carry the current.

Not for grounds, but for jumping a phase as you replied.

OSHA is "Govt Suggestion" that has turned into a MANDATE....because Insurance companys are scared Sihtless of not following the Govt's "Suggestions" OSHA is NOT LAW!!

With #4 Solid...seriously? I use to work that siht with leather Kuntz gloves....WAY back in the day....
4KV in the back alleys of Boston and other cities....nowdays...Different ballgame. Rural places...also.."Different Ballgame".

If that were true most re-conductor jobs would be in violation, very few outfits in urban areas where you have a single pot, URD riser, cap bank, 3 pot bank or combinations of all on every pole is not going to have enough mack's to stretch the length of the job, we have used insulated tap wire for years for temp jumpers during construction.

Job Safety and Health: It's the Law (Revised 2013)
♦ What is the OSHA poster and why do I need it?

The OSHA Job Safety and Health: It's the Law poster, available for free from OSHA, informs workers of their rights under the Occupational Safety and Health Act. All covered employers are required to display the poster in their workplace. Employers do not need to replace previous versions of the poster. Employers must display the poster in a conspicuous place where workers can see it.

If you are in a state with an OSHA-approved state plan, there may be a state version of the OSHA poster. Federal government agencies must use the Federal Agency Poster.
♦ How do I get a copy?

You can get a copy of the OSHA poster in several ways:

Order a print copy online from the OSHA Publications Web page.
The English version is publication number 3165. The Spanish version is publication number 3167.
Order a print copy by phone.
Call OSHA's toll-free number at 1-800-321-6742 (OSHA) or the OSHA Publications Office at 202-693-1888.
Download a copy from the OSHA Web site.
Note: OSHA requires that reproductions or facsimiles of the poster be at least 8.5" x 14" inches with 10 point type. Please see the instructions below for downloading a compliant version of the poster.

♦ Is the poster available in other languages?

The poster is available in Spanish, Polish and Portuguese. (The Polish and Portuguese versions are available online only.)

OSHA regulations do not specify or require employers to display the OSHA poster in a foreign language. However, OSHA encourages employers with Spanish-speaking workers to also display the Spanish version of the poster.

OLD, In simpler terms. . . .if OSHA isn't the LAW why do they get away with imposing huge fines on those who violate their rules? It gets worse if you make second offenses. OSHA is more than a suggestion my friend.

Depending on the situation I have used " bird wire" or primary drop lead wire of rated voltage to make a temporary jumper. On one job, at a utility we took 3 pieces of bird wire , taped them together and used it to feed a 3 phase dip , temporary of course. Voltage was 4160

Um, I believe it is the law, otherwise 1910.269 and all others wouldn't be called "REGULATIONS"
