Big ass lighter. Coming off a phase. Little pot coming off another phase 7200 Y. The secondary , outside bushing went to the neutral and and the other lead joined the lighter pot hot leg. The little tiny pot had only two leads, neutral and the other joined a hot leg on the other pot. We just opened up the little pot and isolated it. I didn't know if it was for balance or some purpose. It wasn't for three phase. The lighter pot was a big 75. And the little pot was tiny, maybe a 10. It wasn't any open delta secondary. I don't know the purpose for the other can. I didn't know if it was a crazy Scott connection , no elevators or escalators in the area. And there was no fires before, so it tied for a long time.

What was the secondary voltage? 480?

A photo would help, did it have a dip?Ive seen transformers with cameras inside that were used by the DEA...but you would know it if you were around them much....it does sound like its feeding hwy lights from the state...single phase 480

The other little can came off a different phase and it had only 2 leads, a neutral and the other tied in the hot leg of the other can. Didn't understand it, never saw it before and just isolated it. And I know what you are getting to FL lineman. Was there and saw 2 pots in series for AC. Look I don't know what it was for or what it did.? Just isolated it totally. And heated up the big pot. The little pots leads were no. 6. Whatever it did wasn't that crucial.

Many years ago , so larger areas , they used to build a 2 phase bank , each can fed 1 leg of 120/240 secondary. That doesn't explain the 2 miss mated cans, but how about , a storm replacement( all they had) or maybe an installation done with what was handy with the intention of going back when the proper cans came available, but the job got forgotten.

Hmmmm.... What was the secondary voltage Bobbo? No 3 phase load behind it...... I'm stumped, maybe to augment imbalanced load on the leg it was hooked up to, but doubt it. Maybe some wise azz old lineman left you a head scratcher to figure out ;)

Im guessing your voltage was 120/240???

If it was a bank, the miss matched cans would be a problem due to difference in Impedance. The smaller one would hog the load and with #6 cu leads (probably bigger than the small tub can support) either they burn up or the fuse clears. So I'm guessing it's not a bank. Maybe an Aux feed for a control or something like that. Wish there was a picture.

If you think it serves no purpose eliminate. When I ask every lineman, older lineman and they have no clue, just isolate.
