Probably as close to a padmount as they are gonna get where he is at from the looks of things, what is more amazing is the fact that there is no fence or warning signs around it and yet it probably has never been a problem, it would be a lawsuit waiting to happen here, which says a lot about our society.

I agree,maybe Im a wierdo...but Id like to take a tour all over the world and see what other countries have in terms of lineman stuff.....you know I could spend weeks trying to see how they wire up an opened delta bank.And thats bad :D

I have to agree with NFL regarding fencing and signs....
But, I don't think you're weird... just a lineman.

Seen these in Mexico on top of roofs fenced off. Pad mounts there have no locks on them and Dips only have 10' U Guard on poles. The smart thing the third world does is install gang switching on banks.
Maybe these are designed for population control Darwin style
