Pole integrity question

I had a truck clip a pole on a street corner today. Nice size chunk out of it. How does your company gauge when the damage warrants replacing the pole? This was a hit and run by the way.

I've found specs on pole rot but nothing on physical damage.

Anyone know of a quick rule of thumb?

If more than 30 percent is gone it needs replaced
