Short answer, no, not above being a qualified lineman.

What voltages are you attempting to glove yet be certified in? I know idustrial elect. guy's that glove using class 00 and then you have properly trained linehands on anything above...
Bottom line; PUT'EM ON....they can save your life!

There is (in the USA anyway) no such thing as <quote> certification <unquate> required. OSHA says that you must be "qualified" to perform your work. That means you have been trained to do the tasks you are to perform and have demonstrated proficieny in those tasks. Up to each employer to determine what constitutes an adequate level of training and proficiency.
