are thoose aluminum ladders there on? looks like open secondary right above them, that could still light that umbrella up though.....

Naw guys this is third world. You can tell by the pole ... it's square concrete probably cast on site. The ladders look like wood of some type and the platform they are standing on would never pass osha or equivilant in a 1st world country. It looks like a plank wedged into a rung on the ladder. Look at the phone system too. It's some modern cabling but most is old GI wire. Johnny balls for the deadends too. In many places the open secondary is insulated as they cant get the sag right or they cant keep it in sag due to improper guying (stays) or pole tamping.

Sorry just my opinion. I've seen enough 3rd world stuff. I will say that for 3rd world it looks advanced. Is that a fiberglass umbrella stand?
