I know this is not your scope of work, but with the vast collective experience here I'm sure a few at least have seen it.

There is no NEC requirement for MV cables to be in conduit and encased in concrete. They can be of direct burial type as per NEC 300.50.

Any one know of any other national requirements for this to be installed in a concrete duct bank?

Only time i can think of is when its under a driveway or road way of some kind.

Cable is sometimes installed in conduit and concrete when the cable cannot be installed at the depth called for by the NESC. I have seen it as shallow as 6" of concrete then the cable in conduit where it passed over a 120" storm water drain.

let me look it up tonight i belive if there so many parrell runs it has to be encased i have run tons of customer owned primary voltage. but for simple runs im pretty sure its just like 51-600volts

Thats the difference between 300.5 and 300.50. This is a 300.50 install.
