When mounting the surge counter the connection of the counter to the arrester bottom terminal should be isolated cable as per manufacturer instruction but what about the connection of counter opposite terminal that will be connected with the grounding grid, it also should be with insulated cable????????

Lightning arrestors are usually installed with covered wire on the top side for wildlife protection....I have never seen covered wire used for the bottom side.
By surge counter, I assume you mean recloser. I have never seen covered wire used on that application.
I have to ask.....
