What's your protcol, are you allowed to earth the lines after a fuse eg; Expolsion Drop Out ( cut-out)?
We would. Apply proper work protection (tag) test & ground.

Not too sure on exactly what you mean, I'll stab a few times at it though...
Here if we put a ground on the bottom side of the cutout, we would still have to put another set of grounds on the secondary, they don't want to ground through the windings.
When changing out pad mounts we always ground the elbows at work, I've heard they'd like to see another set at the open points but it's no rule that I know of.
Another deal is working on primary by the book it says we have to be boxed in no more then three spans apart, everything to be short circuited and grounded, neutral to center, center to outside, center to outside.
No home made grounds, can use as a jumper but must have ferrule's to be approved for grounding.

Talking O/H so say you working on the conductor to the pole, so you'd have earths (grounds) on the conductor, then when it comes to working on the transformer on the same said pole ( once again pole mounted) are you required to place another set of earths/grounds below the EDO (cutout).
Does this help? hard to explain sometimes with all the different terms used.

For what you described if a geeky safety man came out and wanted to nitpick yep we would have to ground the cutout for potential backfeed.
Boxing yourself in is boxing yourself in.
I love it when I see the safety man breaking rules that he enforces...make's my pencil start writing things down for some reason. :D

If we were just changing the transformer at the same pole as the cutout we would only remove the lead, but if we were a span or more away we would ground the line.
