We use this tool for testing http://www.hubbellpowersystems.com/lineman/meters/mrvd-600kv.asp
Before cutting a cable in a trench we spike it with this tool http://www.spiketool.com/spiketool.htm

That single point tester works well on overhead and elbows with a test point.but what about cables in a pit or vault?

I wouldn't trust using proximity testers! They lie on overhead lines so I wouldn't trust'em on underground? If you got more than one cable in the hole or trench you should use a "phase impulse tester" to identify the specific cable you wanna cut! ONLY AFTER YOU PROPERLY TEST DENERGIZED, GROUND, AND TAG FIRST then hook up the impulse tester! Of course as a last resort you then spike it.
