How many of you have what they call a clearance,its used when a portion of a circuit is being worked on and all possible sources of feed is opened and tagged....here only the guy that is issued the clearance can have it removed.Unless he is more of less transfered to a hospital,his foreman can have it released.You give the dispatchers info like you 9 spand north of a certain pole top switch and maybe 14 spans east of another...so they can pinpoint your location and issue the clearance,you also tell them the amount of grounds that are going to be used.And all open points are tagged.

Anytime we work a section of main line de-energized we need a a clearance, on tap lines we hold our own to the end of line but still notify the DO that we are working the tap line and we need permission before opening or closing the device used to establish the notification.
This is all part of our work protection code. Any time we are working on a line, our system operators have to know. If we want to kill a line we have to get a work permit & apply the appropriate tag (and test)before we can apply grounds.

Our personal grounds are not part of the clearance, there is a new practice where you can transfer to a tree guy (trained for an hour on clearances) so you can release to go do other work, it's stupid just like management
