anchor bolts on base plates

is there anyone out there required to torque the nuts on base plates for structures with foundations?? We have always used slug wrenches and tightened to F'n tight. I have to field some questions about torque values that I havent heard before.???????

I've seen some big ass torque wrenches. Takes a 10' piece of 4" rigid to use it. Then if it hasn't been inspected for awhile you can't trust them anyways. Short wrench cut out of 2" plate and a sledge hammer will get it every time.
