when you guys take a breaker off line to do down line repairs such as wire being down do you pin the source side jumped to the neutral or leave hanging in the clear and why or why not do you do it this way

Joel, for me some of the terms you are using are confusing to me.
Breakers are usually in substations, Reclosers are in the line outside the station, and after reclosers you have line fuses and so on.

Putting up down wire you may want the line grounded or (pinned as you call it) but I would think unless you are right outside the station you wouldn't need to mess with the breaker. I would guess you need to open a recloser and maybe some fuses on each side of your work and if you are in a Hold off clearance then there needs to be visible opens, and I'd concider grounding on both sides of your work for the proper protection from source and backfeed.

If you are not using a clearance, then you need to work it as if it were hot with gloves sleeves etc. I wouldn't. . . . .

yea thats what im talking about oil or vacume breakers down line reclosures our policy is visiable open point and ground on both sides of work but worked with some others on storm this weekend in cleavland tn and they would take the source side of ocr off line and pin it to the nuetrual i dont consider that an open point then the nuetrual is a potential source even though you are grounded down line

I would lift both sides test for dead, tag the line then ground and proceed with work. Open, check open, test,tag and ground has never been more important in this industry than these times we are in today.
