Here it has always been the rule ...when working primary two qualified men shall be in the buckets,with the shortage of lineman these days does that still apply in most places.

So ,if an insulator has to be replaced....and the voltage is 12 kv or 34.5....a 1 man is permitted to do that if a qualified man is on the ground?Is that what you are saying....cause thats what I think your saying.

It has been that way here since I started even taught at our line school.

Rescue certified....a JY...A person that attended a safety meeting on the subj or someone that has a certification card in his wallet.

15 kv for us, we don't glove 34.5. Any time a jumper is used need 2 men in the air.....

Are you saying its a rule, or are you saying it's a clause in your CBA?

I see....times have changed....the only Cert. card we had was a CPR....and that had to be re-done every year.

At the yearly re-certification for pole top {osha required} we also do bucket rescue and CPR and every other year eight hour first aid. The problem is a lot of changes to CPR and first aid and other than once a year training it's not practiced or discussed the way it used to be. I think if something happened some of the younger guys may not respond as quick,not that they aren't smart or talented I just don't think it's been drilled into them so it's a conditioned response.

We had pole top rescue every year also....some wouldnt participate...all were susposed to take part....some didnt....some were plum out of shape and in my mind couldnt....so how would they do it in the field....but they knew how.

At our Cooperative Pole Top rescue (climbing) MUST be done by everyone who works as a Journeyman or Higher, they also have to do bucket rescue on the two styles of buckets we have. If you are in a non-climbing outside job, such as equipment operator or apparatus technician you also have to do bucket rescue once a year. We do time the event but it is not a firing offense to not meet the desired time, it just means you will practice on company time with the Construction supervisor until you can do it fast enough. When I referred to two styles of buckets I meant most of our buckets have dump handles on them. However we have a couple that dont (over center type boom) have dump handles and so you have to use blocks to pull a large man out of the bucket. The buckets without dump handles have rescue blocks in an emergancy tube next to the lower controls so that you don't have to search for them and so that someone isn't expecting you to use the handline thats probably still up the pole in the real world. We also do CPR and first aid once a year. CPR and first aid covers every fulltime employee inside or outside including the CEO. Yes I have been in the class with the CEO multiple times over the last 21 years here.

No it doesn't.

Our company did require a second journeyman on the ground...with tools at the ready. And we did Pole top Rescue once a year. company wide.
