    I'm putting together a program for several other co-ops to use focusing on those in the field. At my co-op, we have bird dogs, guides, and wire watchers. A bird dog is a "competent person". In general a lineman or ex-lineman. A "guide is someone who knows the system, our mapping, and can lead others to an area. They are not qualified to make decisions a lineman can make. A wire watcher is someone who is sent to a downed, dead and grounded line in order to free up emergency personnel until a line crew can make a repair. Only a "bird dog" can patrol line.
