hendrix Cable- Install without a Bucket?

Does anybody install Hendix aerial cable without using a bucket? If so, how do you attach the cable to the spacers along the spans between the poles?
The idea of a boatswain's chair came up. That posed the problem of rescuing the worker when he is in the middle of the span and the other workers cannot reach him from the pole.
How do you install the spacers without a bucket? Do have any rescue methods to retrieve a worker in a boatswain's chair who cannot be reached from the pole?
