Failed Arrester

I'm a lineman working in Baton rouge La.last week we had an outage set up to move a deadend pole.About an hour into the outage the power company needed the line back.So we went to make the line back hot they decided to change circuts when we went around to the switches one of them was burnt up.So we decided to make the line back hot with macs the first two went well but the last one fired up in our faces. We took some phases sticks and checked the line phase to ground we didn't get anything but from the hot side of the line to the dead side we was getting 13.2 so we had a fault some were.It turned out to be a bad lighting arrestor witch was hot before we killed the line out and was only out for an hour.So it doesn't take long for one to go bad.
