One of our apprentice lineman recently had a flash burn and is doing ok. they were pulling wire through conduit up on a riser pole with a tension machine, the rope was in a block on top of the pole, all phases were covered up, a storm was coming out of the west and the man was going to float one of the phases in a rubber gut by tying it off on the cross arm before the storm hit. He had the phase in his jib of a material handler. When he reached to tie the sling-line he pushed the tension machine rope against the head of the jib. The other end of the rope was also touching his upper arm. The rope became energized when it touched the jib head, that was holding the hot phase. The rope had mud and soap on it. It apparently had enough conduction on it to cause a 2nd degree flash burn to his upper arm
.LESSON LEARNED: take the tension rope off the pole before moving a hot phase or cover the jib head with a blanket.
