You're real lucky. Have you guys ever heard of an impulse phaser? It's a machine that sends a pulse through the wire, at the point where you want to splice you have a clamp on meter facing the direction of the pulse. It has a needle that will deflect in one direction if it picks up the signal. Also you might think about using Hot cutters to cut through the cable. Or hydraulic hot cutters. We used to spear the cable ( with a grounded spear) prior to actually physically cutting it.
