Rubber glove problem

While working on a project installing arrestors, my lineman in the bucket yelled down that he was getting zapped. I had him come down to the ground so we could check his gloves. We found no leaks and I had him return to the air and continue working. The next day while doing the same job, he again complained that he was getting zapped. I had him come down and gave him a different pair of gloves to wear. While he continued working, I checked over his gloves. I air checked them. No leaks. I turned them inside out, nothing. I than started rolling the glove very slowly in my hand. I found a very small pin hole. Or at least it looked that way. It was the start of a small pinhole. Probably 99% of the way thru the rubber. Enuf to feel a zap. And probably enuf to get zapped had he brushed against a ground! We traced this to a wire brush in the bucket used for cleaning conductors. It was in the pouch upside down so it was easier to grab. But you grabbed it by the bristle this way. Not a good deal at all.
