2 Lineman were in a substation checking out a blown fuse on a 69KV capacitor bank. While one was looking thru a pair of binoculars to see the name plate, the other decided to climb up on the rack to get a better look. He lost his hold and brushed the energized frame with the back of his hand. He was hurt bad! Burns on both hands, inner thighs. He is out of the hospitol but will undergo therapy for sometime. If your in a sub, assume everything is HOT! Dont climb up on the steel unless you know for sure its dead and grounded
