Loose Neutral

About twenty years ago my partner and I were sent on a flickering light complaint. When we arrived we noticed a partially built dog run and big droppings in the yard. We went around to the front door and knocked repeatedly until the lady of the house answered. We wanted to know where the  dog was before going into the backyard to check her service taps. The dog was in the house so we proceeded to the back yard. My partner tooled up and  climbed the pole while I got the ladder to check the taps at the drip loop.  Neither of us could find anything wrong so I decided to check the connection in the ODC. I cut the seal and slid the meter cover off and went to place it  on the ground when I saw that the entrance cable had all the insulation and  concentric neutrals chewed off and only the two hot legs intact. We knocked  on the door wall and the lady of the house came out and we showed her the  problem. We told her she would have to hire an electrician to replace the  cable. At that she turned around and kicked the dog and said with a few  choice words that her husband would be finishing the dog run that night or he  and the dog would be bunking together in the basement. We quickly put a temp.  jumper across the open neutral and left.
