The reason you are still getting power to the open leg is that the leg connected is back feeding through the meter. It will show 120v to ground. 0 v to connected leg because its the same leg and 240 to the bushing it burnt off of. You will find this out if you ever hook up a service with the meter installed first. Try it and check voltage. Just remember the other leg will be hot. Stay safe.
