Recently a 4 man crew was sent out to build a 3 phase slack span to a new pole with a new 3 phase riser..the slack span was built, dead-ended, and energized, then the riser was stood up leaving only the terminating to be finished. The crew foreman decided that he and the lead lineman would leave the job site to check out the next job. He left two apprentices to terminate the cable. Somehow it was decided to energize the cutouts that the terminations would be fed by. The two apprentices then proceeded to strip back the cable sheath approximately two feet to ensure they had enough concentric. They had accidentally gotten the concentric into the cutout result in a phase to ground fault that seriously flash burned both men.
